Generally, Gentoo works on ARM. For specific ARM computers you will find guides in the wiki: https://wiki.gentoo.org/wiki/Category:Embedded_systems

If there is no guide for your system, you will have to look at a similar guide like for the Orange Pi PC and use that as basis for your own device.

You can use precompiled bootloader and kernel from other distro images. It is decribed in the quick install guide.

If you want to build your own kernel you have the choice between the Allwinner kernel (3.4) or more recent mainline kernels. But the mainline kernels do not support all features of the H3 yet.

See sunxi wiki for instructions how to build u-boot and the kernel:
http://linux-sunxi.org/Xunlong_Orange_Pi_One_%26_Lite#Manual_build
If you build a mainline kernel, you will probably also need a device tree for the Orange Pi lite
