I have researched this for a day now... so maybe someone can shed some light on this one..

Looks like an existing gcc problem, seems you're using gcc-4.6.3...

/var/tmp/portage/sys-devel/gcc-4.9.3/work/gcc-4.9.3/libiberty/fibheap.c:220:30: error: 'LONG_MIN' undeclared (first use in this function)

What versions of gcc do you have installed?

gcc-config -l

If you have a newer one, try setting to that one

gcc-config (option number)

and try merging again.

If you don't have a newer one, what versions did you try building? Try something older (4.7 before 4.8?) Not sure which ones you tried...

Other things to try: remove your CFLAGS from make.conf temporarily.

only one version of gcc installed.

yeah tried 4.8 and 5.1. same result. even tried

emerge --nodeps gcc

no luck same message in log files. I will try removing the CF Flags now.

Also try gcc-4.7.4 and might be worth to try gcc-4.6.4 as well.

I'm not sure how you got to latest glibc without upgrading gcc...weeeeeiiirrrd....

I got exactly the same issue. Updating a pretty old installation, building 4.9.3 fails from 4.6.3, attempting to update to 4.6.4 fails as well. Having updated almost the whole system (sys-devel/gcc and dev-libs/icu-57.1 fail compilation) I tried to build GCC 4.7.4, thinking one or two extra steps on the way to 4.9 may solve the issue, but I got the same errors again. Excluding the fortify patch as suggested in the bug report didn't help.

I "fixed" the issue on that machine by transferring a binary-packaged GCC 4.9.3 from another machine and then performing a local recompilation (the binary had -multislot and -vtv whereas my local machine enables both USE flags). Just in case, I recompiled GCC 4.9.3 twice.

Edit: Just noticed that I wasn't trying GCC 4.6.4 but that it failed to compile as well, so all attempts were made with 4.6.3.

I came across this comment, I'm not sure where:
