After moving profiles from KDE to Plasma I am attempting to install kde-apps-meta

As portage is telling you in above message, you have the choice of adding "kde-apps/kde-wallpapers minimal" to package.use or adding "=kde-apps/kde-wallpapers-15.08.3-r2" to package.keywords, both will yield the same result and be equally 'stable' (it's wallpapers!). Except the latter not using kdelibs4 for configure but extra-cmake-modules from Frameworks.

Is there any reason then that "=kde-apps/kde-wallpapers-15.08.3-r2" is keyworded in portage then?

I'm wanting to move forward so I added it (and its compiling happily), but if it's just wallpapers as you pointed out, why have it masked in the first place if it creates blocks for stable users?

Because actually you should not get a block with kde-wallpapers:4 either, since the plasma profile is setting USE=minimal for that. Even a wallpapers package needs to get stabilised the proper way, as it may or may not work at configure time, or have file collisions (the reason why USE=minimal was introduced for :4 in the first place). :5 just gets rid of those files unconditionally.
