Yes I can confirm that bug still persistent in 5.7.0. But multiscreen config and panel position are fixed.

This patch (for kwindowsystem) fixes the issue for me, hopefully to be in 5.25: https://git.reviewboard.kde.org/r/128576/

After update to kde-plasma/plasma-workspace-5.7.3(i think so), everything is fine again. Compositor and V-sync are working on start.

Frameworks 5.25, as said, fixes the issue.
