I wanted to use limiter and my Audacity doesn't have it ... there should be Add/Remove Plugins in Effects menu - it is missing, too. Anybody knows what's wrong?

I believe that's a newer feature of audacity. You might need to unmask the 2.1.2 version but be aware of this bug.

L.E. Also check carefully the Effects menu, under the plug-ins submenus, due to the fact that some of the ones listed directly in the menu are moved to those entries once many plugins are enabled.(e.g. here the Limiter was moved to the Plug-ins 106 to 120 submenu once all available plugins were enabled.)

L.E.2. Check that Nyquist is enabled in Edit->Preferences->Effects
