KDE4 now uses Kscreen KCM for monitors and RandR setup

I dont like this thing. I want the standard Krandr as was used in all KDE4 releases since ever. Part of what package is the old thing, and are there ebuilds ?

krandrstartup and krandrtray were replaced by kscreen in 2014.

It's a long time ago since I made the switch to kscreen, which was (still is?) activated by setting the kscreen USE flag in systemsettings:

Not sure, but have you tried building systemsettings with USE="-kscreen"?

Have not. I will try now..

Thing is, i see a package kde-misc/kscreen, so i assume it is not part of systemsettings ?
