Have you looked at the Gentoo Linux 1.0 init System Documentation?

Your questions should be answered there.

login as root
type "emerge kde" and wait about 10 hours
type "emerge superadduser" and wait about 5 minutes
"superadduser" and add your login (non-root)
login
nano ~/.xinitrc
and add "exec startkde" (no quotes) as the only line in ~/.xinitrc
save and exit
type "startx" after following vlad's USB mouse howto (if you have a USB mouse) and changing /etc/X11/XF86Config-4 to suit your video card (and installing nvidia drivers if you have an nvidia video card) It's all in the desktop configuration guide under "documentation" at the top of www.gentoo.org
