I'm hoping it's my mis-configuration somehow

when I set the panel to autohide it hides itself, but if I run any app
the panel pops back up and DOES NOT AUTOHIDE unless I move the mouse
over and then off the panel

this is obviously worthless and defeats the whole purpose of autohide

Is this the new normal, or is there a setting I can set to fix this?

I think that happened in KDE4 as well if you ticked the '[X] Highlight windows' box from task manager.

not set and toggling it makes no difference

BUT, I created a new "test user" and the autohide works properly for the new user,
so indeed it is some obscure configuration issue :(

I am seeing the same behavior due to window notification un-autohiding the panel. Has anyone found a solution to this? Creating a new user does not fix the issue for me.
