Is there a way to prevent (unauthorized) users from changing monitor settings, such as resolution and refresh rate, or to add/reposition additional displays? I'd like to have a completely fixed and predetermined configuration for my users, but i find them eventually using gnome applets or xrandr to change settings, add external monitors, etc. I don't think removing or setting different permissions to those applications would be a solution, i'd like a system-wide (xorg-level) setting maybe. I though that hardcoding all the settings in the xorg.conf would be sufficient but it's not, am i missing something?

A possible workaround : disable the permission to read/execute xrandr for your users :

# chmod o-rwx $(which xrandr)

Almost all the resolution GUI/applets use xrandr commands in the background.

I've found that if you disable outputs on the kernel command line (e.g. video=HDMI-A-1:d) Xorg is completely powerless to re-enable them. No idea how to disable RandR outright.
