samba supports configuring a fixed WINS server ip address in smb.conf.
But in my network, I want to preserved the option of changing the WINS server ip.

Windows can get WINS server ip address via DHCP.
Can samba do this?

You would probably need to script support via the DHCP client.
If you use dhcpcd, it has a good plugin system, so you can easily add a custom script to it to modify smb.conf to use the variable `new_netbios_name_servers` in place of the WINS servers.
You'll also have to request the option netbios_name_servers in /etc/dhcpcd.conf

I use NetworkManager, I can write a dispatcher script using the method you provided.
