GCC3.1 provides new processor optimizations specific to many new (and old) architectures. Previously (in GCC 2.x) all processors manufactured since (since being defined rather loosely, but I think you catch my meaning) the PII were considered 'i686' now with GCC3.1 there are so many more, here is a small list:
Athlon
Athlon-Tbird
Athlon-XP
Pentium4
Hammer/Opteron (X86-64)
So if you happen to have any of these chips you will likely be pleased to have the new features enabled (that i686 with GCC2.x leaves unused) on your hot processor!!
Also in addition to architecture changes (which IMHO is usually the most exciting) there are other general optimizations and fixes.
