Maybe you should direct this question to the KWin developers, asking them why their program has such low system requirements...

kwin not using the "core profile" of mesa which is common among many opengl use cases, support for the core profile has to come from kwin not mesa

I'm using radeonsi, just not as far onto the bleeding edge as you.
Code:
$ glxinfo | grep OpenGL
OpenGL vendor string: X.Org
OpenGL renderer string: Gallium 0.4 on AMD KAVERI
OpenGL core profile version string: 3.3 (Core Profile) Mesa 10.5.8
OpenGL core profile shading language version string: 3.30
OpenGL core profile context flags: (none)
OpenGL core profile profile mask: core profile
OpenGL core profile extensions:
OpenGL version string: 3.0 Mesa 10.5.8
OpenGL shading language version string: 1.30
OpenGL context flags: (none)
OpenGL extensions:
OpenGL ES profile version string: OpenGL ES 3.0 Mesa 10.5.8
OpenGL ES profile shading language version string: OpenGL ES GLSL ES 3.00
OpenGL ES profile extensions:

biggest reason against switching kwin from opengl 3.x to 4.x is that it will require a lot of work to change absolutely nothing about how it looks or how it performs
