I tried to install a newer version of kdeconnect from the "kde-overlay" but cannot do it for the sake of it.

Further, do you intend to install Version 4.9999 (Live version for KDE4) or 9999 (Live version for KF5)?
Did you forget to add an appropriate entry to your /etc/portage/package_accept_keywords file/directory? Needed entries would be: Code: | =kde-misc/kdeconnect-4.9999:kde **
