Why can not specify on this page is localized links?

What do I have to see it? How can I make the translation of the page? I want to change the link https://wiki.gentoo.org/wiki/Handbook:AMD64. For example, the reference was to a https://wiki.gentoo.org/wiki/Handbook:AMD64/ru

1. I have no rights to edit "Handbook:Templates/QuickLinks". I have only the right to a translator.
2. I would like to create a page "Handbook:Templates/QuickLinks/ru" and make links to it.

Have you tried inquiring with members of the wiki project itself?

Moved from Documentation, Tips & Tricks to Other Things Gentoo, since this seems to be the closest thing we have to a
good fit for topics abott the wiki itself.
