Hello,
I have 3 identical machines, "IBM ThinkCenter Celeron D".
On all of them, udev takes LOOONNNNGGGGG time to complete at boot time and something miss some devices ... and most of the time, it's the network card 
I enlarged the waiting time to 3minutes w/o success, I doubled the number of children for the same result.
The strange thing is Udev discover missing devices if I launch it from the root console afterward.
Dmesg : (only the part containing eth0, no reference to enp****)

I think pci:1f are intel sata controller device, so that's not really good to see it killed, anyway just killing lo is a shame by itself 
Step back to previous udev version (or try eudev) and retry ; as this is a serious issue you got there.
If it work, report that bug in bugs.gentoo.org i'm sure that's something ssuominen will handle quick.
If you need more help from us (the users), getting the udev version would be a start (and that would be something to provide also in your bug report). |

Well, with eudev 1.10-r2, the result seems better : I loose the network only once on 3 restarts.
So, it is not solved but it is improving.
I'll open a BR for udev as it's more reproducible and I still have some system impacted.
