I'm wondering if I can comment out these lines
Code:

# TERMINALS
c1:12345:respawn:/sbin/agetty 38400 tty1 linux
c2:2345:respawn:/sbin/agetty 38400 tty2 linux
c3:2345:respawn:/sbin/agetty 38400 tty3 linux
c4:2345:respawn:/sbin/agetty 38400 tty4 linux
c5:2345:respawn:/sbin/agetty 38400 tty5 linux
c6:2345:respawn:/sbin/agetty 38400 tty6 linux
at my tor relay or now ?

If the server has no head, then you cannot access them, so there is no reason to have them running. The only reason I can see to keep them would be if you want to retain the possibility that attaching a head to it will make it immediately usable in console mode, which could be valuable for some types of system recovery. If you comment them out, then you would need to attach a head and also use some external mechanism to perform the recovery or to uncomment them so that you could then boot into the system for regular use on the console.

I would leave 2 available just incase you need to attach a head
if you are then leaving them there for the just in case you might as well leave them all there - unless there is a resource reason
