I thought I would test out steam...using the steam overlay:

I understand the basic 32/64bit multi libraries in linux, but I don't understand what they are talking about above. Do I wait 60 days to install steam? Or is there a work around?

emul-linux is gone (actually masked for now).
If you haven't already tried it you should rebuild your world for abi_x86_32.
Check this wiki page: https://wiki.gentoo.org/wiki/Multilib_System_without_emul-linux_Packages

Most of the above should be still the case but you won't need to mask emul-linux yourseld anymore since it's now already the default for portage.
Users on the no-emul-linux-x86 profiles should also change their profiles since those profiles are now gone.

The steam overlay might not get updated any time soon but why do you even install steam from there?
I can't really remember how I installed it manually but it must have been either by unpacking a .deb or this: https://wiki.gentoo.org/wiki/Steam/Manual_installation
