Recently openSUSE moved from traditional ifup/ifdown scripts and dhcpcd to a more flexible solution they call "wicked": https://en.opensuse.org/Portal:Wicked
Their rationale for switching: http://lists.opensuse.org/opensuse-project/2012-08/msg00214.html
More documentation: https://www.suse.com/documentation/sles-12/book_sle_admin/data/sec_basicnet_manconf.html
Source repository: https://github.com/openSUSE/wicked

I think it would be nice to have it as an option in Gentoo, too. It's a modern, nicely centralised solution for a lot of networking tasks, so it would make network management easier, which is quite important on Gentoo. I haven't seen any ebuilds for it so far, though, even through the wicked project is about four years old by now...

Does this owe any sort of heritage to "wicd"? I got the impression somewhere that wicd has been abandoned. Perhaps someone with SuSE wanted to see its concepts kept alive?

No, nothing. The name similarity is purely accidental (as mentioned in the rationale message). Many people seem to be confused about it, so the name might change, although so far it hasn't.

WICD had a new release last december, so it seems it's not dead per-se just very low on manpower.
