No, the standard/recent Linux kernel supports suspend/resume as well.
They handle it differently though. I've never used TuxOnIce before but can suspend/hibernate/resume just fine with a standard kernel. Hibernate dumps everything into swap, so you'll need a large swap area to hibernate.
I don't think the stock kernel supports hybrid suspend however.

| OK suspend is "suspend to RAM" right? The system software is totally inaccessible while the system is suspended? |

Yes suspend will just suspend to RAM. Needs ACPI support (S1 or S3 configured by BIOS). System is pretty much off except for RAM refresh for S3. S1 is a bit different (was it stop grant?) and was intended for older machines that don't have ACPI just right.
Hibernate is suspend to disk. Does NOT need ACPI support.

I am able to do this successfully:

But at what point will the system suspend on its own? Is this configured in xfce4? Can I prevent it from happening when watching a movie in xbmc? |

Yes the usermode app needs to control it. I think it's xfce-extra/xfce4-power-manager that you might want to check out.
Unfortunately I don't know if xbmc supports telling the power manager to not suspend the machine. For a well integrated GUI system, the movie player would have an option to tell the power manager you don't want to screensave or suspend the machine, and the power manager would stop this from happening until the movie ends or you tell it otherwise. There are add-ons for xfce to disable the screensaver (and hoping that it also inhibits automatic suspend/hibernate as well) by clicking on a taskbar button I believe, that's another way of doing it. Unfortunately I can't think if the applet name...
