As titled, could anyone tell me how this can be done and what packages are needed?

I've tried "arp -a" but it's not showing all the IP addresses on the LAN.

Looks like: arp-scan -l --interface eno1 can do the trick (replace eno1 with your interface)

You can use arp -n to retrieve MAC <-> IP table, however you must make your system discover this table fist.
So, you must request IPs to be resolved to MACs. How? Make all devices in your network tell you their MAC. How? E.g ping them.
