should I set my Gentoo ONLY box to UTC or local time?

If you are following the install guide explicitly, set your system clock to UTC, and remember to make the appropriate links.

If you dual-boot with MS Windows, or any other OS that doesn't deal with time properly, you'll probably want to set it to local.
