I am using a Sun Blade 100 with the USB Type 6 keyboard and mouse.
Running under twm in an xterm window, I issue
$ emacs &
and emacs starts. Most of the functionality is there, but Control-mouse up events get lost.
When I issue

(the 'C-' indicates that the control key is held down).
the 'lossage' buffer contains this

on its tail.
In other words emacs isn't seeing the mouse up event when the control key is depressed (no <C-mouse-1>) even though it sees it when the control key is not held down (<mouse-1>.)
FWIW, when I
grep [Mm]ouse XFree86.0.log
I get
