I am trying to install "sdrangel" from the hamari overlay.
I am getting a compilation error when trying to emerge.

emerge --info =dev-libs/cm256cc-1.1.0-r1::hamari
build log

What do you think I should do?
a)Make a bug report on Bugzilla
b)Find the guy managing the hamari overlay and report to him
c)Make an issue on cm256cc's GitHub
d)Make an issue on SDRAngel's GitHub
e)Something else

This is a simple error, and the compiler's proposed fix-it looks reasonable. You should report it to the author of sdrangel, so that the issue can be fixed in its git repository. After that, report it to the overlay maintainer to have the maintainer backport the fix to the version you are trying to use.
