Detecting Unwanted Location Trackers

I find it amusing how fast people are to rely on bad guy's good will.

Why SHOULD servers respect DNT headers instead of using it for fingerprinting?
Why SHOULD websites asking for cookie settings actually respect them? (Instead of just having those settings in the browser, which is less work and actually works)
And finally, what incentive do the manufacturers have to make their trackers less effective?

Compliance is good when it increases the value of a product, e.g. by enabling interoperability, not when it makes the product easier to avoid, so what is the purpose of this draft?
I put it in the same BS category as "gun laws keep us safe by ensuring only criminals have guns" and "communism is totally not going to starve us by disincentivizing work again".

The underlying axiom is false.
All location-tracking in unwanted. Establishing you location and being tracked, either knowingly or unknowingly, are separate issues.
