That's a bit excessive.

make mrproper
removes all generated files.Even the .config.
If you have an existing .config to build on, it will still be in nte kernel tree, so just use it.

make menuconfig
... or whatever tool you like, except a text editor.

The kernel build process will reuse what it can and it mostly gets it right.
Sometimes a
Code:
make clean
is required.

Code:
make clean
is always safe as it removes all of the .o and .ko files so make is forced to rebuild everything.

You must never use a text editor on a kernel .config file. See PC Boot Process
Particularly the Configuring the kernel section.
