Hello.
I have a problem with some windows resultution.
I use google-chrome. The resolution is fine but when i want to upload/download file the pop up window's resolution is low.

I also have this problem with sddm sceen when booting.

The dialog box you are referring to -- the KDE all files portal, does not appear to be a Chrome dialog box but part of KDE Plasma.
It seems you are are having some DPI or scaling issues. In your logs, I see:
Code: | Virtual screen size determined to be 3840 x 1080
DPI set to (304, 304); computed from "UseEdidDpi" X config option |
You can try turning this off in your xorg.conf by adding (or changing) Option "UseEdidDpi" "FALSE" under either the Device or Screen section.
Reboot and then you should be free to adjust the global scaling in System Settings > Display. If that doesn't give desired results, you can try various DPI settings within X. You can read more about how that works here:

See section "5.3.1 Setting DPI manually"
It appears you may be using a hybrid graphics setup (Intel/Nvidia) as well as dual monitor. I can't advise you on how that may affect your scaling or screen resolution.
For the future, if you figure out your scaling/dpi problems just know that SDDM DPI can be adjusted in the sddm.conf file. As an example, I need a login screen with large font and elements that I can see from a distance, so I have this in /etc/sddm.conf:
