I have a msi laptop with gentoo on board and everything was just fine with it. However yesterday after a power outage the system stopped loading any website although the network manager connects to the wireless network. I tried to reconnect multiple times, I reloaded my machine, but the problem still exists. I don't think this is a router issue since my smarthone and ipad work pretty well. So I have no idea how to fix it.
P.S. ifconfig and rfkill show nothing interesting.

Upd. I mislead you. My smartphone and iPad use ANOTHER network which is somehow invisible in gentoo. On the other hand the network which was used by gentoo is actually down, this is confirmed by windows on the laptop. Windows also sees the working network which gentoo does not recognize. So, how can I make my gentoo see the working connection?

We need more information to be able to offer useful advice. What are the properties of the working and hidden networks? Is the hidden network using deprecated encryption, which you have disabled in Gentoo? What does iw scan show?

How could I answer first two questions? I can't remember I have disabled something special.
iw scan returns nothing because no such utility installed.

you could try "iwlist scan" (older tool) ... does this detect other networks?
If you're using networkmanager try "nmcli dev wifi"
