Apparently so according to its specs.
You can boot into Gentoo live cd and run

gcc -march=native -E -v - </dev/null 2>&1 | grep cc1

Then check how GCC itself recognizes the march of your CPU.

use
-march=native
in make.conf

Yes your cpu is zen2 so you can use -march=znver2 but should be work also -march=native.
For GPU seems a VEGA with GCN5.x microarchitecture so, based in AMDGPU wiki page, you should set VIDEO_CARDS="amdgpu radeonsi".
