OK. Found a reference to the cross compiler in that mess and unmerged it.
Now I get:
Code:
 * Removing last cross-compiler instance. Deleting dangling symlinks.

How do I fix that?
And why was this package using the cross-compiler when everything else in the update used the native compiler?

It looks like portage was trying to use the mingw32 cross-compiler. No wonder it was looking for windows.h!
I removed my entire cross-compiler and now all is well.
