I've had an ongoing issue with performing FDE+EFI installs as the Gentoo live CD does not get built with the efibootmgr utility.

I've previously tried to install via sysrescueCD - Last time I attempted this the Luksv2 was not bootable and encrypting with luks v1 was not interoperable with the version used by Gentoo. I worked around the issue by formatting with the official live CD, then using SysrescueCD to execute efibootmgr.

Am I doing EFI installs incorrectly, or is the efibootmgr missing from the official Gentoo Live CD? What's the likelihood the tool will be added in future?

you should be in the chroot after booting the install media in uefi mode, and with the ESP mounted read/write; then emerge efibootmgr; then install and run grub or run efibootmgr

Whoops, I tried this at some point, turns out my packer build didn't enable EFI boot on the VM which made efibootmgr fail - I'd previously googled the issue and was under the impression that was due to a missing kernel module or something. Thanks for the tip :)
