I've made a few changes to my system and lost the ability to reboot or shutdown, any hints on what I've could mess up to get to this situation?

I also had this some time ago and found that it was caused by consolekit not being started (rc-update add consolekit default).

several things, I think the main thing is that I think I removed consolekit as I have elogind installed. do I need both?

No, certainly not, absolutely only one session manager shall be installed. There's a wiki for elogind: https://wiki.gentoo.org/wiki/Elogind

Also, kde-plasma/plasma-meta warns you should more than one installed.

both are installed now, kde-plasma/plasma-meta didn't notified. no change, I'm removing it as I got a regression, when I select the exit part, system freezes.
the main change was moving from -march=zenver1 to =march=native.

added what was missing in the kernel according to the wiki, no affect, still don't have reboot and shutdown buttons.
any other ideas?

there is some progress, I've added elogind to rc boot time, now I can reboot/shutdown from lightdm. this means https://wiki.gentoo.org/wiki/Elogind#Service is wrong.
still I cannot shut it down from kde.
