plasma confirmation dialog (new file) starts minimized

Plasma-desktop with folder-view of desktop folder - when I create a new file or delete a file (right click on the desktop) the confirmation dialog doesn't display, but starts minimized, so I have to click on the panel to actually see it and either accept or cancel. I suspect a configuration issue rather than bug, because it works on a different PC, and works for a new user. However, I have no idea where to start looking.

This is a dual monitor setup, with the main monitor (with the panel) set to desktop layout, and the other monitor set to folder view of desktop folder. I get the same behavior with either or both monitors set to folder view. (Not folder-view widget.) A different PC, with similar setup (but artix linux, not gentoo) does not have this problem, nor does a newly created user on this PC.

I would prefer not to simply delete all plasma configuration, as I've configured things over the years, and would hate to have to redo it all. I suppose I could use the new user, and start copying config files a few at a time from my old user to see if I can find the one that causes the problem, but I'm hoping someone might be able to point me to a non-random starting point.
