Despite the above settings, firefox remains installed in english.

it is necessary to enable the language pack as well as to set 'intl.locale.requested'.

Thks 4 ur quick reply.
It so happended here was a 63.0 french language pack add-on installed, which was disabled because of incompatibility.
So I uninstalled it, then restarted... Et voilà!
Didn't even have to set my localization acronym somewhere in about:config, almost:
Actiually I first did accordingly to the thread you pointed out, which worked.
I then defaulted the value, and localization remains active once restarted.
