After a many updates was skiped and a lot of other bad practice with Gentoo it became unable to update the system.
The portage was reinstalled manually by #python install to meet EAPY 7 but it is unable to update portage and any other package or install the new one.
I am not sure I can make something good with it and plan to remove each package that breakes the deal with emerge -C after doing

But before maybe it's possible to find the better solution how to solve the problem.
The portage update provides the output as below. Is it possile to resolve the conflict with more conventional way than just manual deleting of everything?

It may be possible to solve this problem by using package.mask to
prevent one of those packages from being selected. However, it is also
possible that conflicting dependencies exist such that they are
impossible to satisfy simultaneously.  If such a conflict exists in
the dependencies of two different packages, then those packages can
not be installed simultaneously. You may want to try a larger value of
the --backtrack option, such as --backtrack=30, in order to see if
that will solve this conflict automatically.

What return command emerge -UD @world (command compile all package with changed use in your case python_targets_*)?

First you should run etc-update or dispatch-conf

Anyway you should first update portage because your version not support EAPI7, then try to update portage with

Hm...
I was not successful. After first try I set the USE flag but it gave the longer output.
Is it possible to solve this in a simple way?

I suspect that the python update and all the rebuilds will be too much all in one go.

It was not bring a result unfortunately.
As in my system package.use is a folder I modified echo a bit:

I strongly urge you to add "--autounmask=n" to EMERGE_DEFAULT_OPTS in /etc/portage/make.conf

Comment out any PYTHON_USE, PYTHON_TARGETS and PYTHON_SINGLE_TARGET in make.conf (i.e. use your profile defaults)

First emerge python. Last resort is to emerge python with --nodeps then re-emerge it again, but lets wait for that step.

Problem is that portage has switched python-3 versions back and forth. Ran into this last week updating a system that hadn't been updated for mmany months.

Once python is squared away, emerge portage and repoman if you have it. If you have blockers, unmerge repoman and then "emerge -a1 portage repoman" That will install the correct repoman for that version of portage.

Do all of the above with "-1" or "--oneshot" to avoid polluting world which may already have several python versions in it.

Then "emerge -auvND @system" and get your toolchain squared away.
Now you should be able to do a regular update.

Ok, now we are getting a little more progress. The part you need to remember when you override any portage settings via command line (like putting USE/PYTHON_TARGETS/etc in the command line), is that none of those changes are saved. You should generally only do it when it is a one-off action, to help fix an issue. Afterwards portage will want to reinstall that package, so it has the normal USE flags set. If you want to keep any of those one-off actions they need to be in your package.use.

The next issue we need to fix, is more of openjdk-bin needs to be reinstalled. This isn't a hard thing to work around, mostly that the version you have installed is no longer in the tree and the available verrsions in the tree isn't keyworded.

It seems at this time, the available versions in the tree, is these 2 versions. So update your accept_keywords package, to point to the new version as necessary, then you should be able to do a simple reinstall of it to fix that part.

After I commented USE and python target in make.conf and performed etc-update and dispatch-conf emerge does not worry about openjdk anymore
libxml now the problem maker.

Ok, in this case it is more of an issue of an old ebuild that isn't even in the tree; as in the tree only has 5.212.0_pre20180120 available. Now this can be somewhat tricky, as we need to in the end get rid of qtwebkit-4. Depending on what you want to do, you could easily enough just do a emerge -C qtwebkit:4, which will straight out uninstall qtwebkit. This route will break any packages that need this package until we can get around updating them to use the current version of qt-5. Once we get the system updated, the correct version of qtwebkit will be pulled in as it is needed. The second route (safer but harder), is we find out what is needing qtwebkit:4 and update them so that depend on qtwebkit:5. The first option can be the easiest way to work around conflicts but is equally as dangerous in that done incorrectly can/will break your system (this case the breakage will be mostly restricted to stuff depending on qtwebkit, possibly killing X11 until you get your system fixed).

I was prepared the list off all dependencies for the each package before starting this repair activity. What is strange is that qtwebkit4 and qtwebkit5 are required by the same packages.

I think I'll go with -C a little bit later after thinking one more time :)

It seems that nothing important depends on qtwebkit

Thank you everybody so much!
After removing and installing many packages updating was started. But during the installation of one of them an error occurred:

 *   CONFIG_FB_RADEON:   should not be set. But it is.
 * Please check to make sure these options are set correctly.

Am I need to rebuild the kernel?

Yes, you should disable CONFIG_FB_RADEON config and rebuild kernel (or modules is set as module)
