Ok ruby24 is enabled, when you added it in make.conf you have run emerge -UD @world for recompile all packages with ruby24?

Same issue here, on stable linux/amd64/17.0/desktop/gnome/systemd.
It seems that RUBY_TARGETS has been set to "ruby23 ruby24" while dev-lang/ruby:2.4 ebuilds are still masked by ~amd64 keyword. |

Ok I see the problem, after sync also my stable system has RUBY_TARGETS="ruby23 ruby24".
This seems a portage bug because on amd64 stable should be only RUBY_TARGETS="ruby23" (/usr/portage/profiles/arch/amd64/make.defaults because dev-lang/ruby-2.4.5 is masked) but it is overwrite by /usr/portage/profiles/base/make.defaults with RUBY_TARGETS="ruby23 ruby24".
As workaround you can force RUBY_TARGETS="ruby23" on make.conf

Before adding RUBY_TARGETS in make.conf you had set something else? Because ruby25 isn't set by any profile

I have a similar problem, when attempring to update I get the following output:
