|This is a laptop: an HP Envy4. Kernel 4.14.52-gentoo.
Upon a fresh reboot, the intel_pstates driver will correctly indicate that the machine can turboboost and i7z does indicate the enhanced speed.
However after a while... turboboost will shut off and cannot be turned back on! Not only that, it sticks at the LOWEST frequency, and everything runs slowly! Well, not completely horrible, but it's around 1/3 the speed at full boost, still faster than my single core Atom, probably due to architecture along with dual core/dual thread.
The nominal speed of the laptop is 1.7GHz. Turboboost is 2.6GHz (single core) and 2.4GHz(dual core). After running a while at full speed it shuts down and my laptop runs at 800MHz.
I can tell my laptop's exhaust gets really hot when it's turboboosting but after it shuts down, the exhaust is only lukewarm at most. This sort of implies the cooling at least should work for staying at 1.7GHz if it can't stay at 2.6GHz/2.4GHz.
Anyone know what can be done to at least get 1.7GHz? Perhaps the cooling in my laptop is insufficient?
[EDIT: The behavior is *weird*. Been using this script:
while true; do echo $(date) -- turbopct=$(cat turbo_pct) turbo-disabled=$(cat no_turbo) ; sleep 5; done
which I see it disabling and reenabling at odd times.
I notice it disabling when I simply touch the machine physically but it seems to reenable (go to 0) after a few moments when idle.)

What am I supposed watching?
