Not strictly related to your problem but run etc-update or dispatch-conf

Portage tell you what you should do.
Moreover net-im/telegram-desktop isn't in official portage tree. You can try to install official package dupported by gentoo net-im/telegram-desktop-bin

You are completely right, I'm not used to use etc-update for these types of operations and I forget about it.

You should download also this package from overlay where you get net-im/telegram-desktop ebuild
