Why the slashes? Wouldn't dots be more meaningful and economical?

There are no units on the signs because ALL road signs in the UK are in miles / MPH! The only signs you might come across that aren't are little information signs put up for pedestrians, particularly in the countryside, which infuriate me no end... I've been tempted a few times to take white vinyl out with me and alter the distances to their correct values but it's too much bother in the end :D

This has not to do with the metric or imperial system, it's the unix system. You can convert this to whatever second based time system you want. What ever you want, baby.
