Not any, but if you want us to "try" get any idea, provide full build log, and for that specific case, the config.log will be of help too.

gcc will collect libs in several path, but at least this one is bork, if no /usr/local/include exist gcc is happy (my case), but your gcc is not happy (because it exists and is not a directory, the conclusion is that your /usr/local/include is a file).

This shouldn't be a problem itself, but it's a symptom for me.

No, 17.0 is fine, 17.1 is a profile for test users.

for ones interest to understand the story:
configure test if __attribute__((alias)) is ok just by trying to build something with it certainly enable in the conftest.c file.
and the raw logic is: if gcc is able to build the conftest.c file -> it's ok ; and if it is not able to do so -> it's not ok
why it is "raw" ; because if gcc is able to build it, all is ok, but if gcc is not able to do so, it might be because of plenty reasons unrelated to __attribute__((alias)), in your case it fail because cc1 emit a warning about the directory that is not one, and -Werror mark all warnings as errors.
This kind of thing can only be seen in the config.log, hence why we were in need of it.

And i have fail myself with my This shouldn't be a problem itself without thinking about -Werror

Most likely, root ran make install on an unmanaged package that implemented its install target incorrectly. Since cp file /path/to/dir is an accepted shorthand for cp file /path/to/dir/file, some sloppy install targets may cause file to be installed as /path/to/dir if dir does not exist first. If the package had been installed wrapped in an ebuild, it would either have done the right thing or failed in a more obvious manner, rather than leaving garbage behind to confuse other packages.
