Trying poweroff or shutdown -h now. It shuts everything off, but hangs at the last message.
reboot works though. Right after that same message.
Maybe some Kernel option is off. Under ACPI, I have "button" on and just now recompiled to include "core functionality" as well. (which says it would be only for hibernation and the like, but didn't work anyway)
Elsewhere on the forum suggests it could be some hardware (like video card), but how to tell?

It works!
Pretty sure of what was going on but I'll just lay out the facts for whomever this may be informative:
Before:
-- ps2 mouse frequently displays erratic behavior (dmesg: "out of sync"), interference with ps2 KB: reproducible bug by copying(highlighting) CLI text whilst simultaneously hitting any key on the KB.
Also happens inside X. (libinput, no .conf though)
-- Kernel occasionally misidentifies mouse driver on reboot, this results in not even the KB working despite working on boot-loader. (pretty sure this is the first cause)
-- no other distro, including an old Gentoo installation, have these symptoms. (i.e. it's a Kernel configuration issue)
-- All USB support is disabled.
After:
-- ps2 mouse input is burnt (other distros can't see it either). ps2 KB still works;
-- Due to previous, re-enabled USB HID support; Same hardware (mouse actually used a usb->ps2 adapter)
-- All symptoms disappear. No interference. No hang at poweroff (waiting for driver, most likely)
in the future will retry disabling "core" again, to see if it still works.
