Hi all I have a problem installing networkmanager , some thing related to openssl .. that block the compiling

I was looking at use flags and was going to compare it to my working setup, but I immediately noticed two things:

Are you booted into sysresccd? If so, are you chrooted?

You appear to be using an ebuild from an overlay. Have you tried contacting the overlay maintainers about this? Overlays often do special things to ebuilds and they should be your first point of contact for their ebuilds.
