Following are details of some video cards with coupons and new prices from TOMTOP - I am not familiar with these cards,
so please advise according your experience if you can recommend on some cost-effective cards from these list.
I am not an heavy gamer, just starting, and looking for a good deal. So any info of these cards in regards of gaming,
compatibility to linux open source drivers/propriety etc, will be more than welcome.

These are all NVidia cards. The compatibility with open source drivers is poor after Geforce 700 (Kepler) generation.
Do not ever expect them to work in more than basic fashion with open source drivers, you will likely always need the NVidia proprietary drivers.

From your list, the 1050Ti cards seem like the best deal, if you plan light gaming at 1080p.

By the way: Radeon is better in regards of this aspect?

Radeon cards are much better supported by open source drivers. Gaming performance with AMD open source drivers is slower compared to NVidia proprietary drivers.

However: Mainline kernel support for the latest radeon cards (RX 400/500 series) is currently incomplete. You have to get your kernel source from an AMD employee's personal kernel tree until the driver code gets merged to mainline. Mesa etc. will work as is.

Older cards (R7/R9 series) will work mostly out of the box with current kernels.

GTX 1050 is only about 10% slower than 1050 Ti so its probably best deal.
Now prizes are going down after ethereal mining boom, they will be probably stabilized next year.
1030 is not so bad in fact if u dont play much:D, it will be enough for dota2 and csgo, maybe witcher3 with crappy settings like in ps4 ( not sure)

Would this carry performance benefits for someone with say a rx480?

It is quite mediocre really. To play 2016 games , at 1080p , settings at medium-high(gameworks off), locked at 60fps , you’d probably need a gtx 770 . The gtx 750ti is nearly 100% weaker than a gtx 770 .
So i guess on a gtx 750ti , to get the recommended experience by the developers , only 768p makes sense . You cant go for extra eye candy with this GPU anymore .
Dont bother with the gameworks .And Middle-class cards like this can give massive FPS drops if you crank up the post processing . Even games like phantom pain , really well optimised for PC , was causing significant FPS drops on the gtx 750ti because of post processing effects.

The proprietary nvidia driver works very well most of the time. Sometimes you might want to select a specific version so that things work well. I have a GTX 1060 6GB and it’s good enough to play games at high graphics quality at 1080p at 60 FPS.
