Tried to use systemd-boot for booting, shows that it is blocked by systemd

I'll have a guess at the answer to your question with the caveat that I am not using UEFI on any of my systemd desktops;

looking at the package

     Description:         UEFI boot manager from systemd (formerly gummiboot)

it looks like this is an extraction of the UEFI bootloader from systemd (i.e. an opportunity to utilise the old gummiboot loader that was subsumed into systemd, for those who aren't using systemd for init).

That suggests to me that you already have this functionality built into systemd; hence the blocker you are seeing from portage. It may be that the question you need to ask is "How do I tell systemd to directly boot an efi-stub without using a bootloader?"

The handbook doesn't really cover that last time I read through, but there are some guides on the wiki ie. https://wiki.gentoo.org/wiki/Sakaki%27s_EFI_Install_Guide
