Which do you prefer and why?

I encountered an update I didn't care to perform today (specifically gcc due to "pgo%").

Using -N, I was hoping to find a way to ignore these rebuilds on a per package basis. I didn't find anything, but I did (re)learn about --changed-use (-U). The uppercase U seems familiar, so I'm guessing I just forgot about it.

Previously I used --newuse (-N), but now I'm thinking -N is a cause of some of my headaches (namely not wanting to "needlessly" reinstall certain large packages or the toolchain at inopportune times).

I suppose for completeness it would be a good idea to periodically check -N.

That's exactly what I do and exactly why (a few years ago) I submitted the patch that added the -U short name: I use -U for regular updates and check -N occasionally. :)

Ah, well thank you!

I must be misremembering my perception that I had remembered -U as it would likely have been early in my use of Gentoo.
