Could someone with the appropriate permissions please update the Gentoo site Welcome page?
It still speaks of FOSEM 2017, held in February, as an approaching event. A home page which
hasn't been updated for six months is not a happy homepage.

I agree. And, while we're on the subject of the Welcome Page, I would also like to mention again the issue of the very out-of-date Gentoo Monthly Newsletter, which today is still stuck at February 2015. Anyone visiting that page, either on purpose or via searching, could be forgiven for thinking Gentoo is on its last legs. In my opinion it would be better to remove that Monthly Newsletter page entirely rather than leave it there, more than two years out of date. It just gives the wrong impression.

There seems to be a regular issue that the welcome page is updated very infrequently. The last major change introduces the feeds from blogs, advisories, packages and documentation, which significantly improve the chance someone believes that the site is still alive!

Could some "feed" mechanism be used for the major news items, so they get an expiry date (say 2 months default, overridable for a specific item) to automatically remove them, so that if there's no news, what's left is at least dynamic and recent?

I think that's a reasonable idea. You might want to discuss with them it on the #gentoo-pr channel.
