this is a freshly installed gentoo system, I'm using systemd and the systemd-logind service always fails and the startup halts

I see the following in journalctl:

So some firmware is missing.

While fixing that check that CONFIG_CRYPTO_USER_API_HASH is set to y for your systemd API bus issue.

I've enabled CONFIG_CRYPTO_USER_API_HASH
and emerged linux-headers
I've also re-emerged systemd and added fanotify to the kernel

and it's still not working

So how's it failing, the same? Did you fix the firmware issue? Some actual logs would be useful unless you want guesses.

it was only set for the dbus package.
I have set the systemd use flag globally now, and I'm getting the same error :(

I ran an emerge -uDN @world
and it emerged a couple of packages.

I can finally get a getty terminal.

Is there a reason you didn't select a systemd profile? It would have saved you a lot of this grief.
5, 7, or 10 would have been appropriate from the below list.
