Kernel 4.4.6 causes cgroup race condition in openrc

My new Gentoo is missing a local directory in /sys/fs/cgroup/openrc/local/. I found this to be issue with linux-4.4.6-gentoo. When I booted up with 3.14.14-gentoo on the same file system that has [IP-] [ ] sys-apps/openrc-0.19.1:0, the issue did not exist.

Can I just let it complain about the messing directory during boot up without having any side effects or breaking anything?
