usually media players come with those. i think audacious had one. vlc should also have such feature.
i think in the linux world, the media player, audio source player handles such tasks. |

pulseaudio has its own equalizer. is there some reason it will not work for you? (I haven't tried it, so I don't know how good it is.)
EDIT: never mind. I found a comment in the pulseaudio entry of the wiki, which suggests it has problems and may well be removed in future versions (I have 6.0, and have not checked the otehr ebuilds.) That wiki section refers to this message from the pulse audio mailing list from March 2014 for more details. |
