I just ran into this and figured I'd share my solution since I didn't find it already out there. It happened after I upgraded my mob/CPU and forgot to generalize my system before pulling the old one out. Anyway, I had a backup on a hard drive that is in a computer with the old CPU so I did a systemd-nspawn into it so I could rebuild stuff. Normally, I don't use a ramdisk, but in order to minimize my variables I wanted to use genkernel to help resusitate the system. That's when I ran into this error. All that is needed is to give the container the capability:

systemd-nspawn --capability=CAP_MKNOD
