KOrganizer 4.14.3 handbook not installed

KOrganizer 4.14.3 is installed and runs fine. However, selecting Help/KOrganizer Handbook gives me the Documentation Not found page. Manually running the ebuild shows the handbook is present in the tarball, but for some reason is not getting installed.

This shows the handbook use flag is set. Manually opening the tarball does not show me any error, so I have no idea what partial failure it is referring to. I do know this handbook is out of date and not tremendously useful (I've looked at the online version) but I'm still curious why it doesn't get installed.

This looks like an issue with how we split the upstream kdepim release into individual ebuilds. It would be useful to file a Gentoo bug so the issue is not forgotten.

I'll file a bug when I get a bit more free time. I've looked at other bugs where the kdepim splitting did seem related, but in this case, I do see the handbook in the part of kdepim which is pulled from the tar, and I don't see it listed in any of the special sections of the ebuild that limit the processing of that component. However, I admit I don't fully follow all the logic of the kde related ebuilds, especially those that re-split the packaging.
